Capital Facility Capacity Charges

Capital Facility Capacity Charges (CFCCs) are a one-time charge for new developments, expansion projects, and any change in building use. These charges represent a buy‑in into OC San’s existing infrastructure and help fund future facilities that will benefit the property being charged.

OC San CFCCs are collected by local cities and sewer districts. If you were directed to OC San for CFCCs, please visit the OC San CFCC online portal and create your login information, enter your project details, and submit plans for review.

When Payment Is Required:

Payment on the portal should only be made if directed by your local sewer agency/city.
Currently, this includes:

    • Seal Beach
    • Irvine Ranch Water District (IRWD)
    • Unincorporated areas in Orange County
