Crews are currently working in the City of Santa Ana as part of the Santa Ana Trunk Sewer Rehabilitation Project to improve the regional sewer system. Since construction began in late April, crews have been installing the temporary bypass system of pipes and equipment to prepare for upcoming pipeline rehabilitation work.

Upcoming Work

Schedule Update: The construction schedule has been revised since the distribution of the printed project notice. Please refer to this webpage for the latest dates and project information.

The sewer pipeline will be rehabilitated using a process known as cured-in-place pipe (CIPP), which creates a new pipe liner within the existing pipe. Upcoming activities will require the bypass system to be turned on, ensuring uninterrupted sewer service for the community. This will require continuous 24/7 work hours and lane closures.

Continuous Hours: Starting at 9 a.m. and continuing 24 hours a day for approximately 3 days per segment.

Once the sewer rehabilitation CIPP process begins, the work must continue uninterrupted. There are three segments of upcoming CIPP work.

Segment #1: Week of June 22 (anticipated to start June 23)

    • Alton Avenue between Raitt Street and Greenville Street

Segment #2: Week of June 29

    • Alton Avenue between Greenville Street and Fairview Street

Segment #3: Week of July 6

    • Alton Avenue and Fairview Street intersection area
    • No left turn from Alton Avenue onto Fairview Street

What to Expect:

  • Closure of northbound Greenville Street.
  • Alton Avenue driveway closure for 2602-2618 W. Alton Ave. Please use the Greenville Street driveway.
  • Temporary odors may be noticeable in the immediate area. Residents sensitive to odors may wish to keep windows closed during active operations.
  • Increased activity and noise levels, including generator noise from the bypass pumps. Noise barriers will be in place to help reduce impacts.

Current Work

Location: Alton Ave. between Raitt St. and Fairview St. Also includes the surrounding streets of Greenville St. and Raitt St.

Crews have installed a temporary bypass system of pipes and equipment to safely reroute sewer flow and maintain uninterrupted service during construction. There are pipes and equipment within the public right-of-way and railroad property.

Pumps will be turned on periodically to run the bypass system allowing crews to rehabilitate the regional sewer pipeline in segments requiring continuous work hours (see the Upcoming Work section above). The bypass system for this phase of work will be removed after pipeline rehabilitation is completed.

When this phase of work is complete, crews will move to the next phase located on Alton Ave. between Bristol St. and Raitt St.  More information will be provided in upcoming updates.

  • When: Current and lasting until August
  • Construction Schedule:
    • Work Hours: Monday – Friday, 7 a.m. – 3:30 p.m.
    • Lane Closures: Monday – Friday, 9 a.m. – 3:30 p.m.
  • Work Impacts:
    • Traffic control barriers will be in place with lane closures and turn restrictions. Some will only be active during lane closure hours, while others will remain in place 24/7.
    • Bike lane on Alton Ave. between Raitt St. and Fairview St. will be closed 24/7.
    • Northbound Greenville St., between Alton Ave. and Segerstrom Ave., will be closed during certain stages of construction. Signage will be posted and detours will be in place.
    • Construction-related dust, noise, and increased activity may occur near the work area.

Project Description:

The Santa Ana Trunk Sewer Rehabilitation Project will rehabilitate portions of the Santa Ana Trunk sewer in the cities of Santa Ana and Costa Mesa. The project is relining almost 3 miles of existing sewer line to extend its service life. As part of this effort, over a dozen manholes will also be rehabilitated or replaced, and bypass pumps will be needed to reroute sewer flow and maintain service to the community.

The work will take place along Alton Avenue starting at Bristol Street and traverse across MacArthur Boulevard, Harbor Boulevard, Hyland Avenue, and Sunflower Avenue as shown in the map.
