State College Sewer Construction Update – January 15, 2020

We started 2020 in full construction mode. We have installed about 60 percent of the pipe, as we continue to make progress on that front, we are also connecting all the laterals to the new sewer line to make sure service is not interrupted, and restoring the areas that are completed. It’s a big job with a lot of puzzle pieces to put together so it takes quite a bit of time.  Take a look at all of our current activities below:

Romneya/Placentia Avenue Intersection

  • Sewer pipe installation is complete.
  • We will be returning to this area soon to finalize connections and restoration.


    Just South of Romneya/Placentia Ave. to La Palma Avenue

  • Continuing with the sewer installation
  • Lane reductions and turn restrictions
  • Monday – Friday, 8:30 a.m. – 3:30 p.m. and Saturdays 7 a.m. – 5 p.m.
  • Ongoing – Spring 2020*
  • Left-hand turn closure into Sycamore Plaza and Granada Square in effect until January 24th.
  • Monday – Friday, 8:30 a.m. – 3:30 p.m.

La Palma Avenue to Underhill Avenue

  • Sewer installation. K-rail (concrete barriers) have been installed. The next step is shoring, excavation and installation of the pipeline.
  • Monday – Friday, 7 a.m. – 7 p.m.
  • Through spring 2020*

Ball Road to Vermont Avenue

  • Sewer installation is complete. Ongoing work consists of street restoration including landscaping, irrigation, and paving.
  • Left turns may be restricted as this work occurs.
  • Monday – Friday, occasional Saturdays. 7 a.m. – 7 p.m. (Night work will be required at times).
  • Through February 2020*

Winston Avenue to Cerritos Avenue – Traffic Control

Lateral connection staging area. Now that most of the pipe has been installed in the southern area of the project, laterals need to be connected to the new sewer line to maintain service. Staging area is required for the large equipment that will be used to perform the work.

Cerritos Avenue Intersection

  • Continue lateral connection to main sewer line.
  • Lane reductions and left turn restrictions.
  • Night work: Monday – Friday, 8 p.m. – 6 a.m.
  • Ongoing through January 2020*

Howell Avenue – Nighttime Detour

  • Lateral connection to main sewer line. K-rail installation between Howell and Cerritos Avenue.
  • Lane reductions. Detour will be in place over the next at night only as work occurs in the intersection. See MAP for details.
  • Monday – Friday, 8 p.m. – 6 a.m. Occasional Saturdays.
  • Ongoing – January 2020*

Platinum Triangle

  • Manhole construction to allow connection of laterals to main sewer line. This activity requires shoring and excavation which may trigger minor vibration.
  • Lane reductions and turn restrictions are necessary.
  • Monday – Friday, 5 a.m. – 7 p.m., occasional Saturdays.
  • Ongoing – March 2020

Gateway – Closure

  • Lateral connection to new sewer line.
  • No east/west travel, left turns restricted. U-turns at Gene Autry and Katella Avenue.
  • Monday – Friday, 5 a.m. – 5 p.m. Occasional weekend work.
  • December 23, 2019 – Mid-February 2020*

*Dates are subject to change due to operational factors or inclement weather.

Project Description:

The project is replacing four miles of sewer along State College Boulevard from the SR-91 to Orangewood Avenue in the City of Anaheim. Construction began in late summer 2018 and is scheduled to be completed in 2020. Once the project is complete, eight million gallons of wastewater will be diverted to OCSD’s Plant No. 1 in Fountain Valley for treatment before being send to the Groundwater Replenishment System.  This is Phase B of a two-phase project; Phase A was completed in 2017 and took place from Yorba Linda Blvd. to SR-91 in the City of Fullerton.
