State College Sewer Construction Update – April 3, 2020

Construction on State College Blvd. in the City of Anaheim continues. As a critical infrastructure, our service is deemed essential and imperative during the response to COVID-19. OCSD will continue to operate for both, the public health and safety of Orange County and the State of California.
Below is a summary of the current and upcoming work along State College Blvd. Please be aware that there has been a schedule delay due to rain, as such some of the dates reported have shifted since our last update.
Orangewood Avenue to Ball Road – Final Phase
We are one step away from being done in the Platinum Triangle area. Check out the newly paved street. Final striping is coming up.
As final paving occurs lane reductions and left turn restrictions may be necessary. This includes day and night work.

- The intersection of State College and Orangewood Avenue will be paved by the City of Anaheim at a later date.
Abandonment of old sewer line and manholes at intersection of State College and Orangewood Avenue
- April 17, 21, and 22*, 8:30 a.m. to 3:30 p.m.
- Traffic impacts: westbound traffic on Orangewood will only be allowed to make a right-turns. No thru traffic. No left-hand turns in any direction
Ball Road to Vermont Avenue
Street restoration including landscaping, irrigation, and paving.

- Left turn restrictions at Clifpark Way.
- Monday – Friday, occasional Saturdays. 7 a.m. – 7 p.m.

Vermont Avenue to Santa Ana Street
Sewer work has officially begun in this area. The preparation work is complete and now crews are moving into the pipe installation phase. The new pipe needs to be placed in the same location as the current pipe which requires the use of bypass pumps to reroute the flow and eliminate the need to disrupt sewer service. Be aware that shoring may trigger minor vibration which are closely monitored.
Vermont and South Street Intersection Closure – Bypass Installation
- Ongoing – Spring 2020* Monday – Saturday, 7 a.m. – 7 p.m.
- (will switch to longer work hours in mid-April)
- NO LEFT TURNS WILL BE PERMITTED
- Through traffic and right turns only.
As previously mentioned, due to the complex nature of the bypass operation, longer workdays will be required as early as April 20.

Westport Drive Waterline Replacement – Intersection Closure
A City of Anaheim waterline that is in direct conflict with the sewer installation work is being relocated. Work is occurring at night to minimize impact to the residents.

- NO ACCESS TO WESTPORT FROM STATE COLLEGE, AND FROM WESTPORT ONTO STATE COLLEGE.
- Detour: Peregrine Street off Lincoln Avenue.

Underhill Avenue to La Palma Avenue
Sewer replacement which involves shoring, excavation, and installation of the pipeline. Shoring may trigger minor vibration which is closely monitored.

Left Turn Restriction at State College Blvd. and La Palma Avenue.
- Northbound traffic – restriction will be in place 24 hours a day

SR- 91 to La Palma Avenue
Sewer installation is complete. Current work consists of lateral connections and street restoration. Lane reductions and turn restrictions may be necessary including into Sycamore Plaza and Granada Square.

Left Turn Restrictions at Romneya Drive
As asphalt restoration at the center median occurs
- Northbound traffic
- April 27 – May 2 – continuous closure
- Southbound traffic
- May 4 – May 9 – continuous closure
- Left turns will be restricted. Through traffic and right turns are permitted.

Project Description:
The project is replacing four miles of sewer along State College Boulevard from the SR-91 to Orangewood Avenue in the City of Anaheim. Construction began in late summer 2018 and is scheduled to be completed in 2020. Once the project is complete, eight million gallons of wastewater will be diverted to OCSD’s Plant No. 1 in Fountain Valley for treatment before being send to the Groundwater Replenishment System. This is Phase B of a two-phase project; Phase A was completed in 2017 and took place from Yorba Linda Blvd. to SR-91 in the City of Fullerton.
