Riaz Moinuddin, PE has been selected as the Director of Operations and Maintenance (O&M) for the Orange County Sanitation District (OC San) where he will take on the responsibility of overseeing and managing the 24-hour operations and maintenance of the regional sewer facilities throughout Orange County. This position is being filled in anticipation of retirements and as a proactive step to ensure organizational stability.
Mr. Moinuddin has been part of the OC San family for the past 18 years, most recently as the Engineering Manager for the Maintenance team. In this role he maintained assets and systems for the treatment plants; worked with staff to develop and execute maintenance strategies for civil, mechanical, electrical, instrumentation, control systems, facilities and the rebuild shop and worked with Engineering and O&M staff to successfully help start-up and integrate complex Capital Improvement Program projects and assets.
“Riaz distinguished himself with his technical background, managerial experience, and leadership qualities. He has been instrumental in improving the reliability and resilience of the treatment plants and we are excited to have him in his new role,” stated General Manager Jim Herberg.
In his tenure at OC San, Moinuddin also has also been responsible for supervising the Process Controls Integration (PCI) group, which maintained and developed the supervisory control and data acquisition system (SCADA) that supports both treatment plants, and the 15 outlying pump stations throughout Orange County for OC San. This experience has provided detailed knowledge of the treatment processes, conveyance systems for the both the treatment plants, collections systems and pump stations.

Prior to joining OC San, Moinuddin worked as a design engineer and consultant for CH2MHill where he was responsible for a variety of projects involving water and wastewater treatment systems and many multi-phased capital improvement projects. Additionally, he has many years of experience designing systems for power plants, both nuclear and fossil fuel units.
Moinuddin holds a bachelor’s degree in electrical engineering from the University of Illinois and a Control System Engineer professional license from the California Department of Consumer Affairs. He and his wife have raised 3 children in Huntington Beach and have recently become proud grandparents of their first granddaughter. In his spare time, he enjoys hiking, skiing, and outdoor adventures.
